Architectural structure

In El Salvador, the status of digital asset service provider is not declared: it is verified. The National Commission of Digital Assets (CNAD) keeps a public registry. It lists each registered entity, its registration number and the activities it is authorized to carry out.

What the registry contains

  • The name of the entity and its registration number.
  • The category under which it is registered.
  • The Article 19 activities it is authorized to carry out.
  • The date of the registry entry.

Why the category matters

The authorization is not general. Registration as a structurer does not authorize an entity to custody assets, operate an exchange platform or handle orders on behalf of third parties. Each of those activities has its own subsection in Article 19 and requires its own registration.

How to verify it

The registry is online, free of charge and requires no formalities. Before you sign with any provider, open it and check three things: the entity is listed, the registration number matches the one it states, and the registered activities cover the service it will provide.

The case of SATS Capital

SATS Capital is listed under registration PSAD-0068, granted on December 1, 2025, under subsections (c) and (e) of Article 19: risk and price assessment, and structuring and administration of investment products. It is not registered for custody, exchange or order handling. Providers that hold the corresponding authorization perform those functions.
